Generate statutory filings for run

/payroll/runs/:run_id/filings/generate

Generates all required statutory filing records (PAYE, SSNIT, etc.) for an approved payroll run based on the configured jurisdiction and employee data. Generated filings start in "draft" status and must be explicitly submitted to the authority connector.
